Required knowledge, skills and abilities for this position would normally be gained through the equivalent of a Bachelor’s Degree in Business, Engineering, Architecture or Construction Management and at least 5-7 years of progressively responsible management experience related to the duties of this position.
Ability to ensure high performance on the PHAS Capital Fund indicators and providing data to other departments to enable high performance on PHAS indicators.
Ability to assist with the preparation of the 5-year and annual plans for capital improvements for the agency.
Ability to oversee and direct procurement of services for capital projects. Ensure that construction and bid documents are prepared in accordance with HUD guidelines and SLHA policies and procedures and that the bidding process is conducted in accordance with HUD guidelines and SLHA policy and procedures and that contract award and contract executions are conducted in a timely manner.
Skill in overseeing and directing the contract administration of construction contracts for capital projects. Ensure that payment requests, contract modifications, time extensions, settlement documents and claims are processed in accordance with HUD guidelines and SLHA policies and procedures, and that work progresses on schedule and meets established quality standards, and coordination of capital projects with other SLHA departments and SLHA residents.
Skill in supervising the daily activities of assigned personnel and perform the required evaluation and assessments of the assigned personnel, assists with establishing and monitoring Capital Fund budgets to ensure all obligation and expenditure deadlines are met.
Ability to oversee compliance with Davis-Bacon and other federal and state labor standards for capital projects activities, oversee and direct preparation of disposition demolition, conversion and grant applications as necessary to comply with the overall capital plan, provide technical assistance to Asset Management for REAC compliance, preventative maintenance issues, insurance claims and complex maintenance issues. Manage the SLHA fleet.
Ability to communicate clearly both orally and in writing, work under extreme pressure and meet deadlines, monitor multiple activities simultaneously.
